A proud graduate of the Charlotte Amalie High School Class of 1983, Donna Frett-Gregory is a product of the territory’s public-school System and epitomizes the breed of talent, professionalism and public service available in our small community. Coupled with in-depth knowledge and understanding of territorial and federal fiscal principles governing the executive and legislative branches in the Virgin Islands, Donna has 30 years of public financial and administration experience. She holds a Masters of Business Administration from Western Governors University, Master of Arts in Public Administration from the University of the Virgin Islands (UVI) and a Bachelor of Science in Business Administration from Morgan State University. She also holds several distinguished certificates including a certificate in senior executive leadership from Harvard University John F. Kennedy School of Government and an advanced government finance certification from the Government Finance Officers Association.
Donna has served the Virgin Islands community well and is known to be a stickler for internal controls. She most recently served as Chief Financial Officer for the Virgin Islands Port Authority and was instrumental in reducing expenses of the organization. As Commissioner of the Virgin Islands Department of Education, she was instrumental in developing a 5-year Strategic Plan to guide and ensure that the Department meet its goals. While at the Department of Education, she also held the positions of Assistant Commissioner and Deputy Commissioner for Fiscal and Administrative Services. This encompassed oversight for the territorial operations of the Federal Grants & Audit, Budget Control, Business Administration, Computer Operations and Property & Procurement Divisions. She has also served the Virgin Islands Department of Justice for 15 years as Director of Operations where she oversaw the administrative operations of the Bureau of Corrections. Her early career started in the 17th thru 20th Legislatures where she first served as an accounting clerk in the Business Division of the Legislature of the Virgin Islands and was later promoted to Budget Analyst in the Post Audit Division. Following her tenure at the Legislature, Donna became the District Director of Business and Administrative Services at the Department of Education. She has served on two Governor’s transition teams: Governor Charles Turnbull – Financial and Governor Kenneth Mapp – Property and Procurement.
Her direct approach to getting things done is impressive. Articulate and organized, her background recognizes demonstrated abilities in the administration of large staffs and managing substantial budgets through the implementation of cost saving measures and fiscal accountability. She is a serious advocate for fiscal accountability and transparency. Donna was elected to the thirteenth Virgin Islands Board of Education (VIBE) where she had oversight responsibility of the Virgin Islands Public School System. She is a former University of the Virgin Islands Board of Trustee member, former WTJX Channel 12 Board Member, VI Cultural Endowment board member, and former board member for Kidscope, Inc.
Donna is a member of Alpha Kappa Alpha Sorority Inc. Sigma Theta Omega Chapter. She currently serves as a member of the International Connections Committee of the Sorority where she is responsible for working with a team to set the Social Justice agenda for the organization. She recently served as President of the local chapter and has held other various positions. Donna has led such chapter community activities as voter registration drives, voter awareness campaigns, Alpha Kappa Alpha Day on the Capital, human trafficking writing campaign, coordination of election debates in conjunction with WTJX public broadcasting station. She also recently served as a panelist for the Women’s Striving for Success Annual Conference.
She is the holder of several awards, to include the Department of Education Commissioner’s Outstanding Leadership Award, and an Award of Outstanding Service to the VI Board of Education. Ms. Frett-Gregory has also been recognized by the US Virgin Islands Montserrat Association for her commitment to education and received the Spark Youth Group Flames of Inspiration award. She was also awarded the 2017 International Region of Alpha Kappa Alpha Sorority Inc. Soror of the Year Award.
Donna’s backbone and support is her loving family; her partner Felix Williams, four adult children: Kaylen, Alani, Anwar and Agyei Gregory; one grandson, Aycen Gregory and her parents Iris Hobson and Jacob Frett Sr.
